Your receiver does have a smart card built in. Rampant piracy of the Dishnetwork service has rendered it valueless.
The new smartcard replaces the one built into the receiver (or one inserted into older receivers.

What the Smartcard does is provide decryption keys only to the channels you have subscribed to.

The best way to get satellite tv is from a local Satellite Dealer. All Dish Network and Directv dealers have to offer the same specials. Local dealers keep money in you community, and you usually get the owner as you installer instead of so guy trying to bang your install out as quick as possible. As for what would be better for you, I would say dish network as long as you don’t need the NFL Sunday Ticket. Dish gives you a free 2 room DVR
